.takt/ をディレクトリごと ignore していたため、.takt/.gitignore の 否定パターン（!config.yaml 等）がルートから到達不能だった。 ルート .gitignore から冗長な .takt/ 制御を削除し、.takt/.gitignore に一元化。 併せて .takt/config.yaml にプロジェクトレベルの quality gates 設定を追加。
